Many new rules regarding minimum rates of pay for workers in NY restaurants became effective on December 31, 2015.  These include new minimum wages for workers in the “Fast Food” industry, and substantially lower “tip credits” (which may be used by restaurants to pay less than the standard minimum wage to waiters, bussers, etc., provided they earn a sufficient amount in tips).  Here are copies of an NY Department of Labor chart summarizing the new wages, rates and credits, as well as a copy of the DOL’s regulations for the hospitality industry (which includes most restaurants).
